Registering a Birth of an American Citizen

You must make an appointment online to apply for a Consular Report of Birth Abroad:

A child born to a U.S. citizen parent usually acquires U.S. citizenship at birth. Information on how to obtain a Report of Birth Abroad of a U.S. Citizen is available at http://travel.state.gov/law/info/overseas/overseas_703.html. Application for the Report can be downloaded from  http://www.state.gov/documents/organization/83127.pdf  

The Report of Birth Abroad is the child's proof of U.S. citizenship and can be used to acquire a U.S. passport. Parents are encouraged to contact the Embassy as soon as possible after the birth of the child.
